Glen Fagan is the new Mayor of Black Diamond.

He beat out rival Les Miller by just 144 votes.

Fagan says during the campaign he found out exactly what Black Diamond residents saw as the top issues facing council.

"The number one issue was taxation. Number two issue was open and transparent communication. The third thing was growth and development. And then the fourth thing was amalgamation. Amalgamation, I thought would have been higher up the list. But it was quite a ways down the list."

Brian Marconi won the council seat left vacant by Michel Jackson, as he beat out Dave Geske by a mere 25 votes.

Nearly 700 Black Diamond residents cast ballots in Monday's by-election.

Even though he lost the Mayor's Chair to Fagan, Miller says if he were to do it all again, he wouldn't change a thing.

"If I were to run again I wouldn't run a different campaign so I'm obviously not what the voters are looking for, today."

Geske, who lost Marconi but says he supports the choice the residents of Black Diamond made.

"They liked the messages that Glen and Brian, who by the way I congratulate, were delivering in terms of paying attention to the cost base and make the right decisions. Nobody can argue with those decisions."

For his part, Marconi says he was happy with the turnout, adding he must have done something right.

"I don't think you could beat those numbers any other times. I was able to convince, I guess enough of them to support me."

Marconi says amalgamation continues to be an issue and adds with Bill 21 set to be implemented by October 2017 it may not even be needed.

"There's a lot of revision in that, that says communities that are close by it's going to be mandatory that they have shared services. The way that's reading is, that it's not necessary to be amalgamated."

Fagan and Marconi will be officially sworn in September 7.

The results won't become official until Friday, August 26 at Noon.
