The debate on the new Okotoks Recycling Program reached another level at Monday's Town Council meeting.

Numerous residents voiced their frustrations on an universal raised flat rate of $20.50 for garbage, recycling and organic disposal effective October 1.

Council went through its first reading of the program with every member except Councillor Carrie Fischer voting for it during first reading.

She says after hearing from the community on why they don't want to see an increase or even see a green bin at their home she believes the program needs to be reviewed again before approving.

"I think we're missing the mark on this one," she says. "We've heard a strong desire from Okotoks residents that they want to be innovators, they want to lead on environmental responsibility but I think we also need to balance that with recognition that we've got many diverse needs in the community."

Most of the talks came from those who may not use the bins as frequently as other users, maybe putting out organics or recyclables every two or three weeks and those who may not be able to budget the change in rates.

Fischer says she understands those residents concerns as they already recycle and compost privately.

"We've got many who are quite happy about going to the EcoCentre, one of the things I was startled about in the conversations that we've had is how much of a social gathering spot the EcoCentre is and an outing for residents and how much they enjoy going there."

When asked about a pay per use model for waste disposal, Fischer says it's something that can't be done over night bringing private contractors in to do that service but says if possible down the road it wouldn't be a bad avenue to cross for the Town.

"It's a more accurate reflection of what households are actually using and it can actually drive down the amount of waste that's being thrown because people recognize how much they're throwing away and how much it's costing them and realize that it can be a budget saver for them.

Fischer says she encourages those who may have concerns on the program to come speak at Council's next meeting on September 12 where the second and third reading of the program will be conducted.
